How much have governments committed to quantum computing?
Status as of: August 19, 2026.
The headline number is $56.7 billion. That is what the QED-C's State of the Global Quantum Industry 2026 report counts as total public commitments to quantum research and innovation worldwide — up $12.7 billion in a single year (QED-C via The Quantum Insider, Apr 14, 2026). It is a real number from a real count. It is also, read alone, close to meaningless — because "commitment" is one word doing four different jobs: multi-year budgets that will be spent, authorizations that expired without money attached, procurement contracts already signed, and third-party estimates that nobody — including the people who publish them — can verify.
This post is the dated map. We mapped private capital in a separate verdict; here the question is public money: how much, by whom, on what horizon, and — the fine print that decides everything — announced versus disbursed.
What does the aggregate counter say — and what does it actually count?
Two credible 2026 reports produce two numbers that look contradictory and are not:
- QED-C counts $56.7B in cumulative public commitments globally, growing $12.7B year over year (Apr 2026).
- McKinsey's Quantum Technology Monitor 2026 counts government at just 3% of direct startup funding in 2025, down from 33% in 2024, as private capital surged to 97% of the $12.6B that flowed to quantum startups (Apr 2026).
The resolution is that public money mostly does not buy startup equity. It buys research centers, national labs, hardware programs, workforce pipelines, and — increasingly — procurement contracts. The commitment counter and the startup-funding counter measure different pipes. A government can push its commitment total up by billions in a year in which its equity checks to companies round to zero. Neither number is wrong; citing either one alone as "government investment in quantum" is.

Every row below carries its own source, date, and — the column that matters — the nature of the commitment. Currency conversions are approximate and for comparison only.

Add the rows up and you land in the low tens of billions — consistent with QED-C's $56.7B once you include programs, institutes, and jurisdictions not itemized here. The total is not the finding. The status column is the finding.
What does public money actually buy?
Not startup equity, mostly — that is the 3% lesson above. The dominant purchases, in rough order: research centers and institutes (the US has put $625M into national quantum research institutes to date — White House Fact Sheet, Jun 22, 2026); national hardware programs (the UK's £1B ProQure procurement aims at large-scale machines built in Britain by the early 2030s); milestone-gated evaluation contracts (DARPA's QBI pays up to ~$15M per company to have its verification teams stress-test vendor roadmaps — the closest thing to a public arbiter that exists, covered in our ledger-gap verdict); and workforce, testbeds, and networking infrastructure.
That composition matters for reading the number: a procurement contract has a deliverable and a default state; a research institute has a budget cycle; an announced strategy has a press release. All three enter the same "$56.7B" with equal weight.
Announcement vs. disbursement: the fine print
Three case studies, all from 2026, all structural — none of this is an accusation of any government. Reporting commitments in headline form is how public budgeting works everywhere.
The United States, where the flagship law has no money attached. The NQI Act's appropriations authorization expired on September 30, 2023. The reauthorization (H.R. 8462) cleared committee on April 29, 2026 and awaits a full House vote; the Senate companion, introduced January 2026, specifies no dollar amounts. Rep. Zoe Lofgren, at the markup: "we do not yet have fiscal year 2026 spending plans for the agencies, which makes it difficult for us to adequately project appropriate spending levels in this bill" (The Quantum Insider, May 1, 2026). Meanwhile the executive order of June 22, 2026 — "Ushering in the Next Frontier of Quantum Innovation" — directs a DOE-hosted national quantum computer (QC-ADDS), sets 60/90/180-day deadlines and a 2028 sensor-fielding date, and contains no new appropriation: its provisions are explicitly "subject to the availability of appropriations" (White House, Jun 22, 2026; PostQuantum analysis). An executive order can direct; only Congress can pay. As of August 19, 2026, the most quantum-forward policy year in US history has produced, in new enacted money, approximately zero — with real money continuing to flow through pre-existing channels like DARPA's QBI.
China, where the most-cited number has no auditable source. The $15.3B figure traces to McKinsey's 2022 Quantum Technology Monitor, built from "press search" and expert interviews, with caveats that later citations stripped away. MERICS has referenced $150B while stating it could not verify it; ECIPE notes estimates as low as $4B; a senior USTC physicist has said actual money is "maybe 25 percent" of the $15B figure; the OECD stated in 2025 that actual expenditures "have not been reported" (PostQuantum, accessed Aug 2026). The published spread across sources exceeds 30×. Any aggregate that includes a China line inherits that error bar — including the one in this post's chart.
The United Kingdom, where two big numbers may overlap. The £2.5B National Quantum Strategy (2024–2034) and the £2B package of March 2026 are both real announcements; whether the second is fully new money or partly a repackaging of the first is not clarified in the announcement coverage (The Quantum Insider, Mar 17, 2026). Until a budget document says so, £4.5B is an upper bound, not a total.
The rule that survives all three: an announced commitment is a statement of intent; a disbursement is a fact. The gap between them is not scandal — it is the normal machinery of public finance. But quoting the first as if it were the second is how a $56.7B counter becomes a hype instrument.
What we know / what we don't know
What we know. The aggregate public-commitment counter stands at $56.7B and grew $12.7B in a year (QED-C, Apr 2026). Governments were 3% of direct startup funding in 2025, down from 33% (McKinsey, Apr 2026). The US flagship authorization lapsed in September 2023 and had not been re-enacted as of the latest reporting we found; the June 2026 executive order directs much and appropriates nothing new. The UK added a £2B package with a £1B procurement core in March 2026. DARPA QBI is disbursing real contract money against milestones. The China number spans more than an order of magnitude across published estimates.
What we don't know. How much of the $56.7B has actually been disbursed — no source we found publishes a global disbursement-versus-commitment ledger, for any year. What China actually spends — by the OECD's account, it is not reported, and every published figure is a third-party estimate. Whether the UK's £2B is fully additive to the £2.5B strategy. Whether the US reauthorization passes, and at what funding level — the bill that exists specifies none. Whether committed public money translates into measured quantum advantage on any timeline — public spending is an input metric, and no jurisdiction's spending has yet produced a measured end-to-end win on a useful problem. And we hold no proprietary data in this class: Rosetta Q has no government funding, no public contracts, and no inside view of any budget process — everything above is sourced from public documents, priced-per-shot compute included.
